WEED CORLEY-FISH FUNERAL HOME 3125 Lamar, Inside Line offers helpful information about Hospice Austin's Loss of a Mother support group. 416-5700 INSIDE LINE 8661 FREE PHONE INFORMATION category Continued from B1 problem in prisons and jails, with reports of gang violence, rape, beatings by officers, "a pattern of legal and humiliating stripsearches in one large jail, and even "goon squads" of guards who reportedly abused andmtimidated prisoners in the Florida prison system. On Monday, a gang-fueled fight left one convict dead and three others injured at the Telford Unit in New Boston, in East Texas. To reduce the climate of violence, the commission recommends that steps be taken to reduce overcrowding, additional vocational and rehabilitation programs be funded, and the use of force and nonlethal weaponry to contain convicts be reduced dramatically.
"High rates of disease and illness among prisoners, coupled with inadequate funding for correctional health care, endanger prisoners, staff and the public," the report says. Recommendation: Screen, test and treat infectious diseases; extend Medicaid and Medicare to cover prisoners; and properly treat prisoners with mental illnesses. The increased use of highsecurity segregation "is counterproductive, often causing violence inside facilities and contributing to recidivism after release," according to the report. Instead, the commission recommends that the widespread use of solitary confinement be ended. "Better safety inside prisons and jails depends on changing the institutional culture," which cannot be accomplished without increasing pay scales, improving training and lowering high turnover rates.
In Texas, where pay for correctional officers is among the lowest, the turnover rate is about 23 percent. And the state has one of the highest arrest rates of correctional officers and staff, according to a recent analysis by the Austin American-Statesman. James Marquardt, a University of Texas at Dallas professor, is quoted in the report as telling the commission how Texas increased public scrutiny of its prisons years ago: "The Texas prison system was known as the 'black hole of a violent, dangerous world from DEATH NOTICES ALVARADO, Guadalupe 58, retired delivery driver, of Flatonia died Monday.
